Centurfax international sales director Martyn Elmy, who has been appointed as Picon vice chairman, will support Webb.
Webb said: Despite these difficult times, its business as usual at Picon. The Council has a key role to play in ensuring that Picon provides the best level of support to its members.
Webb, who was chairman of Picon from summer 2000 for two years until Knights appointment just after Ipex, will hold the position until at least summer 2003.
