Some 231 union members, more than half the staff at the mill, could walk out if last-minute talks, scheduled for next week, fail.
Amicus Scotland region assistant branch secretary Willie Wallace said the vote had confirmed that the pay offer was "unacceptable".
Union members at the mill voted four to one in favour of industrial action.
Members at the mill were balloted following the rejection of a proposed pay freeze for 2006, and a small one-off payment in 2007.
