Watts leaves Proskills today (30 March) after seven mixed years that have encompassed the incorporation of PrintIT! and a stronger emphasis on training.
However, the organisation was dealt a blow earlier this year when Proskills was forced to transform into a self-supporting business after having its funding cut by the government, which Watts blamed on the Government's perception that there is a lack of large companies in the print sector.
Watts said that Proskills in 2012 and beyond will be a more efficient, streamlined business that will continue to support UK print in a variety of ways. Tom Bowtell, formerly deputy chief executive, will lead the organisation going forward.
"I am pleased to be passing the baton over with a business plan that the board buys into," he said.
Watts added: "The new team needs to get cracking. Despite being sad that Proskills isn't in the robust state I had expected the Sector Skills Council looking after the sector to be in, I think it is right that I go now."
Although he was confident in the new-look Proskills, Watts said that the industry can also go a long way to helping itself.
He said: "While apprentices across the manufacturing sector are up, I think companies, especially smaller businesses, should not be put off by the effort involved.
"Help is at hand and the rewards an apprentice can bring to your business is far greater and will pay dividends."
