The framework, which is valued at between £400m and £11.5bn over the four years, is the result of a collaboration between Crown Commercial Services (CCS) and members of the Pro5 Yorkshire Purchasing Organisation and Eastern Shires Purchasing Organisation.
It is split into seven lots, including: collection and delivery; on-site hybrid mail solutions; off-site hybrid mail solutions; international mail services; franking machines and mailroom equipment; on-site in-bound mail solutions and off-site in-bound mail solutions.
Suppliers appointed to both the on-site and off-site hybrid mail solutions lots include Banner Managed Communication (BMC), Canon (UK), Computershare Investor Services, Financial Data Management, Neopost, Pitney Bowes, Ricoh UK, Whistl UK (formerly TNT Post UK) and Xerox UK.
Catherine Burke, chief executive of BMC, said: "Places on public sector frameworks are much sought after and the qualification and selection process is extremely rigorous.
"BMC's appointment to these two lots is testament both to the quality of our hybrid mail solutions and to the diligence of our bid team. We welcome the direct access nature of the framework, which means that we have the opportunity to engage on a one-to-one basis with key public sector decision-makers, to demonstrate the benefits of BMC's solutions."
Other print suppliers appointed to the off-site hybrid mail solutions lot (but not the on-site) included Capita Business Services, CFH Docmail, Critiqom, Financial Data Management, GI Solutions Group and Synertec.
Capita’s Document & Information Services division, which is a first-time supplier to the framework, has also been named on lot seven, which covers off-site digital in-bound mail solutions.
Its new state-of-the-art 8,450sqm 'white paper in' facility in Mansfield will handle much of the work.
Divisional director David Lockie described it as “excellent news” for the operation, and said it would open up new opportunities for both Capita and its clients, including customers with plans to migrate to paperless environments.
“Whether it is a physical or digital mail journey we have relevant methods for these alternative worlds,” he said.
Neil McCallum, managing director of Critiqom, said: "Being appointed as a supplier on this framework is hugely important for Critiqom.
"We already process critical communications for a number of local authorities throughout the UK, but the framework agreement puts us in front of many more decision-makers and enables us to deliver value to more departments in more districts."
The new £11.5bn framework agreement succeeds the £6bn CCS Postal Services framework that ran from 2010 to 2014.
The framework is expected to become the leading agreement for the procurement of postal goods and services across the public sector, including central and local government, police authorities, NHS bodies and universities.
