The Health and Safety Commission's Paper and Board Industry Advisory Committee (PABIAC) has called for incidence rates to be cut to less than 1,000 per 100,000 employees by 2008, from the current rate of 1,545.
PABIAC's document, Making a Difference, also sets out plans to cut the number of lost days caused by illness or injury by 9% by 2008 and outlines strategies to achieve these aims.
Andrew Braund, head of health and safety at the Confederation of Paper Industries (CPI), said: "These targets are ambitious, but we have set them to be in line with the rest of manufacturing."
