Hobbs has teamed with Alfredo Marcantonio to form MPH, which will give clients an "objective, unbiased second opinion" on their ad campaigns.
MPH will offer three services: evaluating creative work, examining working methods, and advising how campaigns can be improved.
"Under the examine part we will look at the way clients work and how we can make that more efficient. It could involve bringing a process in-house for example," said Hobbs.
The service could include a production audit as well as advice on which technologies to invest in, he added. Hobbs left Electronic Solutions earlier this year.
