According to the terms of the contract notice, entitled "Bill Production and Despatch, Document Management and Cash Management", between two and six companies were invited to tender.
Manchester-based Vertex, a global provider of outsourced business services, won the contract on 17 May 2006, although the scheduled start date of the five-year deal was 1 April 2006.
UUW estimates the contract value to be 2.4m for the first year. Vertex is expected to work with UUW to reduce these costs over the contract term, however, with a four-year extension clause written into the contract. The estimated value of the full nine years is in excess of 20m.
