The UK "narrowly failed" by 2%, or 263,000 tonnes, to meet its overall packaging waste recovery targets for 2001, the government has admitted.
Packaging Federation chief executive Ian Dent blamed the shortfall solely on Wastepacks failure to meet its own recovery obligations (PrintWeek, 26 April).
Wastepack discharged only 175,000 tonnes of waste from the total of 415,000 tonnes it was obliged to discharge in 2001.
Dent said the European Courts of Justice could impose infraction proceedings against the UK, but felt this was unlikely as the UK was only 2% short of its 50-60% recovery target for 2001, and had raised its recovery total for 2006 to 60-75%.
In a worst-case scenario he said this could lead to daily fines being imposed against the UK, which happened to Greece last year.
