Director Barsoum Eltom refused to name the manufacturer but the tie-up forms part of its strategy to enter into other markets.
The firm makes conventional, thermal and violet sensitive photopolymer plates at its own factory near Milan in Italy.
Its administrative office is in London although Eltom said that it does not sell plates in the UK at the moment.
Noretsu currently sells to the Middle East and African markets and has plans to expand in the US later this year.
"London is a central point for us and although we do not supply in the UK, it is very common for importers in other markets to meet us when they are doing business in this country," said Eltom.
