The GPMU has welcomed a ruling from the European Court of Justice that will give short-term workers entitlement to two days of paid holiday a month.
Employment relations minister Alan Johnson announced consultation with industry bodies to timetable amendments to remove the 13-week qualifying period for paid holidays.
The government backdown will see it amend regulations to include an accumulative system that would provide one-twelfth of the holiday entitlement per month.
A spokesman for the GPMU said: "Were pleased with the European ruling. Some companies employ casual or seasonal workers at the lower-skilled end of the industry."
