Courier company Parcelforce was distributing the papers for exam board the Assessment and Qualifications Alliance (AQA).
The theft follows an incident two years ago when 1.5m test papers had to be reprinted after they were stolen from a Parcelforce van in the west Midlands.
Parcelforce was unavailable for comment.
A spokeswoman for AQA said the papers had been destined for locations around the UK, and all papers already delivered were now being recalled. She declined to say who was handling the reprint.
The incidents involved the theft of papers from a delivery van in East London, and a further spillage from a second Parcelforce van in Nottingham.
