Head of branch, print, publishing and distribution Andrew Seal said this framework replaced one that expired in August and would run for four years.
The aim is to gradually increase recycled paper usage. "We want to extend availability to the rest of the public sector, not just central government," said Seal.
The number of paper merchants in the framework has been expanded, with Antalis and PaperCo joining Robert Horne, Howard Smith, James McNaughton and Premier Paper.
These merchant partners supply around 40 different recycled grades.
The framework was launched on 1 September and aims to raise recycled paper usage by government bodies by 3,000 to 30,000 tonnes during its first year.
