The tabloid, which will go on sale in Wales on 8 November, will have the same pagination as the Daily Star but its content will be aimed at the Welsh audience.
The Welsh Daily Star will have a print run of 75,000. The Daily Star, which is produced at Broughton Printers and West Ferry Printers, increased its circulation in September by nearly 8% year-on-year to 922,293.
Northcliffe is a subsidiary of Daily Mail & General Trust, which is Express Newspapers main rival.
Express Newspapers parent company, Northern & Shell, has also announced the launch of a handbag-sized celebrity magazine aimed at 25 to 34-year-old women.
Star will also launch in November and will have 196 glossy, perfect-bound pages. German printer TSB, which produces Northern & Shells OK! magazine, will produce 500,000 copies of Star.
